Establishment of a system for the recycling of medical waste

EU directive 99/31/EC specifies that the final disposal of infectious waste may not take place at storage facilities, and the waste must be treated. In some instances, according to the draft directive, infectious waste can be incinerated together with household waste, but since Latvia does not have an incinerator, which is appropriate for this, another solution must be found.

Therefore heath care organisations should be included in the hazardous waste management system, and they should be a subject to general regulations, but taking into account their specifics.

Hazardous waste generated by hospitals and other heath care organisations should be managed, following the scheme:

Waste from oil products

Directive 75/439/EEC specifies that state administration should provide safe system for the collection, treatment and disposal of oil products. There are several enterprises in Latvia, which collect and process waste that contains oil products. When the hazardous waste management system is established, it must be ensured that these enterprises are supervised in accordance with the law. If the free market does not provide such supervision, the government should specify one or more organisations, which would carry out the necessary functions. The same steps as in the improvement of the entire system, should be taken, i.e., a system for issuing permits, registering and supervising permits should be set up so that, if needed, an authorised institution can manage the regulatory functions.

Used mineral oils are being collected by "Marta" Ltd., "Environmental Consultation Bureau" Ltd., non-profit organisation "Eko- Osta", "Artava" Ltd. (car service companies, garage companies and petrol stations), Sole Proprietorship "Miglas" (oily waste from ships, used oils, soil polluted with oil products). The collected oils are being burned in the boiler-houses, "Artava" Ltd. is planning to use these oils as a substitution for nature gases in the hazardous waste incineration kiln in Jelgava Region.

An issue, which must be handled under the auspices of a separate project, is the matter of cleaning soil that has been polluted with oil products. The necessary technical and economic research should be done, and then a facility for the cleaning of such environments can be established.
